Certificate Of Origin

Preferential Certificate of Origin (PCO) is a trade document issued by a competent authority of the exporting country that certifies the origin of the goods, which allows importer to claim for preferential tariff rates based on Rules of Origin of each agreement entered into force.

  • Authorised by the Ministry of Investment, Trade and Industry (MITI) to be the sole distributor of the Preferential Certificate of Origin (PCO).
  • Used to apply for preferential tariff reduction for products offered under the Free Trade Agreements between Malaysia and partner countries, provided the rules of origin are fulfilled.

Generalised System of Preference


  • Used to obtain reduced or duty-free tariffs on eligible products.

How to Apply?

Here's the step-by-step guide to PCO application.

Step 1

Establish tariff classification for your product to check eligibility.

Step 2

Check if the product is included in the tariff reduction and elimination schedule.

Step 3

Submit the following through the Electronic Preferential Certificate of Origin (e-PCO) system:

  • Cost Analysis (CA)
  • PCO Application
Step 4

Use the e-PCO System for other functions include:

  • Online approval by MITI
  • Online enquiry of application status

Which Authority Endorse?

The certifying authority for all Preferential Certificates of Origin (PCO) is the Ministry of Investment, Trade and Industry (MITI). The services are also available at MITI branch offices in Penang, Johor, Kelantan, Perak, Pahang, Sabah and Sarawak.
